台灣同性婚姻釋憲結果將於524日公布。而在427日「婚姻平權大平台」,邀請加拿大、法國、英國與美國4個自2005年以來陸續通過婚姻平權的國家代表分享國內經驗。民主國家避免不了爭議與辯論,但這些國家在同性婚姻合法化後,生活依然過得與以往沒有不同。

Results from the constitutional interpretation regarding Taiwan’s same-sex marriage will be released on May 24th. On April 27th, Equallove.tw invited representatives from Canada, France, the UK and the USA, four countries that have consecutively legalized marriage equality since 2005, to share their experiences. Controversy and debates are part of democracy, but life has not been any different in these countries since they legalized same-sex marriage.

加、法、英、美各有核心主張

對於加拿大而言,公民社會與法院各扮演重要角色。加國為全球第一個通過同性婚姻合法化的非歐洲國家。當2005年通過婚姻平權時,的確有不少爭議,且全國僅1/3人民支持;經時間演化,到了2015年,已有七成人民支持同性婚姻。

For Canada, the civil society and the judicial system both play an important role. Canada was the first non-European country in the world that legalized same-sex marriage. There, indeed, was no lack of controversy when they passed the law in 2005, with only one-third of the nation supporting the change. As time goes by, now, around 70% of the nation are supportive of same-sex marriage.

在法國,最終目標是終結所有歧視,而目前支持同性婚姻的比例大約落在7成,然反對者依然存在。可是這種擔心如同1940年代通過女性投票權時,反對聲音擔心女性入主政壇會導致社會崩潰,但時間證明並沒有。

France’s ultimate goal is to end all discrimination. Right now, around 70% of the nation support same-sex marriage with the remaining still opposing it. This is a reflection of the 1940s when female suffrage was legalized. People were concerned this would cause the society to collapse, but time has proved otherwise.

英國強調守護婚姻平權與宗教自由,英格蘭與威爾斯、蘇格蘭分別在20132014年通過同性婚姻法,演變至今,主要辯論點在於宗教性和哲學性議題上探討。對於美國,同性婚姻合法化後,支持度提升。美國支持同婚的比例已由2015年的35%提升到2016年的55%,全國大約有120萬對同性伴侶,因為90年代以來,越來越多LGBT人士出櫃,擴大社會對於他們的理解。

The UK stresses the importance of marriage equality and religious freedom. England, Wales, and Scotland legalized same-sex marriage in 2013 and 2014 respectively. Today, the issue has become a discussion of religion and philosophy. As for the USA, the support rate has risen since same-sex marriage was legalized, growing from 35% in 2015 to 55% in 2016. In the nation, there are around 1.2 million same-sex couples. With more and more people coming out since the 1990s, the society has come to understand the LGBT community better.

推動同婚立委期待台灣也能步上人民基本人權

Taiwanese legislators expecting basic human rights in Taiwan

立法委員許毓仁則表示,推動同婚是為下一個世代帶來不同價值的行動。立法委員尤美女在各國代表分享後表示,推動同性婚姻合法化是一條眾聲喧嘩的路,並不容易走。但各國還是完成了,期待台灣也可以為所有人民保障婚姻的基本人權。

According to one Taiwanese legislator, advocating same-sex marriage is to introduce different values to the next generation. Another legislator explained that legalizing same-sex marriage is contentious and challenging, but with many countries as examples, hopefully, Taiwan can also protect all its people with an equal right to marriage, a very basic human right.
